City Manager, Steve LeBlanc's Employee Records A Galveston business man has reviewed Steve LeBlanc's file and noted that the 1998 and 1999 Performance Reviews had set forth in great detail just why Steve LeBlanc had done such a bad job as City Manager. However, if the City Council would have acted on what they saw back then, then the Citizens of Galveston could have been spared a lot of agony in dealing with Steve LeBlanc. Another key issue that there was a lack of any performance reviews after March 14, 2003. Some reviews are undated, and it
is often difficult to tell who did the reviews. Were several Council Members
doing their own reviews at the same time? Although there are two reviews in
1999 that give him mostly scores of 3-4, there are five reviews that give

City Manager, Steve LeBlanc's Cell Phone Records As you can see, extensive phone numbers were blacked out which indicates personal use of the cell phone. Therefore, there is evidence that Steve LeBlanc used his City-owned cellular phone for private purposes. Use of City-owned cellular phones for private purposes violates Texas Penal Code 39.02. Also, use of City-owned cell phones for personal use violates the code of the Internal Revenue Service. The Internal Revenue Service requires City Officials and Employees to pay taxes on this personal use. It makes no difference whether or not the personal phone calls will affect the overall bill. Steve LeBlanc has no employment contract The City of Galveston received the attached
open records request for a copy of all employment contracts of Steve LeBlanc
with City of Galveston. There are no documents responsive to your request. I

Steve LeBlanc Duty Rosters, Time Sheets, Work Records and other documents from 06/30/08 to 12/31/08 The records indicate that Steve LeBlanc comes in at 8 o'clock and leaves at 4 o'clock every day. The total hours per day that he claims he works is 8 hours, from 8 AM to 4 PM. However, that time frame would also include his time spent during lunches (free lunches paid for by the taxpayers). Therefore, his actual time worked is far less than 8 hours per day. Also, he billed the taxpayers for 20 to 24 hours per day for many days immediately after hurricane Ike. As you can see, LeBlanc even billed the taxpayers for 10 to 12 hours per day almost on a daily basis through October, 2008. Steve LeBlanc even billed the taxpayers for "Thanksgiving Holiday" on 11/27/08, 11/28/08, and 11/29/08. He is clearly abusing the taxpayers and billing the taxpayers for the three-day Thanksgiving Holiday. Also, LeBlanc billed the taxpayers for "Christmas Holiday" on 12/25/08, 12/26/08, and 12/29/08. LeBlanc is clearly abusing the taxpayers and billing taxpayers for the three-day Christmas Holiday. Steve LeBlanc Time Sheets, etc.
